Department Y, and he is shown
a list of requirements from
1 to 10, and upon seeing 1
there is a sub-list of requirements
from a to f,
and then he is referred to Mr. Z
of Department T,
saying there is a need to
attend to a seminar of sort,
and then pay, this and that and this
and that,

when all he is asking
is that the  slight cut on his hand
be dressed.
